RUSSIAN – NORDIC ENERGY COOPERATION

Participants in the Nordic region will share its experience and knowledge with Russian counterparts in the organization of a competitive market.

Moscow, October 2nd     INTERFAX -  The Russian – Norwegian power company and NP – The Center of Infrastructural research -, the advisor of RAO UES of Russia, have agreed upon cooperation in preparation for Russian companies to work in conditions of a competitive market in electric power.

The agreement was signed on Thursday in the Norwegian Embassy in Moscow according to press release from Rosnor Energo, a partly Russian and Norwegian owned energy company. The Ambassador of Norway in the Russian Federation, Øyvind Nordsletten and the Deputy CEO of RAO UESR, Vyacheslav Y. Sinyugin participated in the signing ceremony.

As mentioned in the strategy of deregulation of the Russian wholesale electricity market, 5-15, it is planned to involve experts from deregulated markets. Participants in the Nordic Exchange Area will be part of the creation of the professional environment necessary for a well functioning infrastructure in the Russian market.

Rosnor Energo and the Scandinavian company Alfakraft who specializes in trading and investments, will together teach and prepare management and traders in Russia for free market conditions.

In the press release V. Sinyugin stated the importance of cooperation with experts from the Nordic Area in the process of starting the free market, 5 – 15.

The terms of starting a competitive sector in the Russian electricity market is that from 5% to 15% of all electricity traded will be based on the rules of a free market. It is planned to start the market in the end of 2003. Participation in the free market will at first be voluntary.
