(powernews.org) - Participants in the Nordic region will share its experience and knowledge with their Russian counterparts in the organizing of a competitive power market, Thorvald A. Nielsen, Chairman of the Board of Rosnor Energo, told powernews.org today. An agreement was signed on Thursday in the Norwegian Embassy in Moscow.

The partly Russian and Norwegian owned energy company Rosnor Energo and the Center of Infrastructural Research, the advisor of RAO UES of Russia, have signed an agreement in preparation for Russian companies to find conditions of a competitive market in electric power. The signing ceremony took place in Moscow on Thursday with the Ambassador of Norway in the Russian Federation, Øyvind Nordsletten, and the Deputy CEO of RAO UESR, Vyacheslav Y. Sinyugin present.

As stated in the strategy of deregulation of the Russian wholesale electricity market, 5-15, it is planned to involve experts from deregulated markets. Participants in the Nordic Exchange Area will be part of the creation of the professional environment necessary for a well functioning infrastructure in the Russian market. Nielsen told powernews.org that the first courses will start in about six weeks time, and include traders and management from all regions in Russia.

Rosnor Energo and the Scandinavian company Alfakraft will together teach and prepare management and traders in Russia about free market conditions. Thorvald A. Nielsen has Børge Prytz Larsen in his team, who   both have background from finance, and Managing director of Alfakraft, Bengt Lindblad.

The terms of starting a competitive sector in the Russian electricity market is from 5% to 15% of all electricity traded. It will be based on the rules of a free market and is planned to start up at the end of 2003. Participation in the free market will at first be voluntary, the press relase states.
